The restoration of peaceful inter-Korean relations has become a pressing issue. The outbreak of COVID-19 pandemic put a stop to all travels, exchanges, and cooperation between the two Koreas across all sectors. Over time, COVID-19 has become endemic in both Koreas, but inter-Korean exchanges and cooperation have not resumed. Over the past five years with no inter-Korean contact, military tensions escalated and international security environment remained unstable. With the Lee Jae-Myung administration taking office amidst the Korean people’s dream for normalized peace, economic growth, and recovery of their livelihood, this article seeks to identify the direction and necessary tasks for social and cultural exchanges and cooperation that can usher in “peace, coexistence and prosperity in the Korean Peninsula”.
